First coach strike, now a tourist tax

Dear Sir,
As a return visitor due to arrive in May, I am a little confused about the proposed Tourist Tax.
Does it only seem to be good idea to the government as everyone else does not seem to be convinced that it's an altogether good thing?
Following on the heels of last year's coach strike and the current downturn in tourism following recent world events, is now the right time for its introduction?
