THE small traders blame everyone but themselves for their woes. When will they look in the mirror and see that it is inconvenient opening hours, high prices and surly staff which are driving customers into the hypermarkets and department stores? The local government backs the small traders and has restricted the number of hypermarkets allowed. But you can't force customers into a shop - the shop must have something to offer, and all too often they don't.
