FOR the Al-Shabab militia which controls most of southern Somalia for its obstructive tactics which prevent UN and other international humanitarian organisations from reaching the starving people of the area. Some four million people are in need of urgent help and a further eight million in Kenya and Eritrea are short of food. Somalia has seen the lowest rainfall for 60 years and is also affected by lack of governance. The UN's World Food Programme and others have the supplies waiting but cannot deliver them because of Al-Shabab.
