The large numbers of Roma from Bulgaria and Romania establishing themselves in illegal camps present a problem in France and Italy as they have done on a smaller scale in Britain from time to time. However, the solution to this problem, which is in part the result of the EU's freedom of movement provision, is not arbitrary arrest and expulsion without any recourse to the law.
