TO Palma's City Council for confirming its intention to introduce comprehensive by-laws to regulate the use of bicycles, restricting their riders to designated cycle lanes and prohibiting them from frequent use of other pavements at considerable risk and inconvenience to pedestrians. Fines for breaking speed limits and for other offence will be between 100-500 euros.
