Unavoidably, for Rob Andrew, the England Rugby Football Union's “Director of Elite Rugby”. While accepting responsibility for many of the England squad's failings -- on and off the field of play -- at the recent Rugby World Cup in New Zealand, Andrew continues to refuse to contemplate resignation.

Perhaps he knows he is just that tip of a very large iceberg of administrative incompetence which shows. What is certainly clear is the need for a top-to-bottom shake-up of the RFU before it starts on hosting the next World Cup in 2015.
