The national traffic directorate in Spain classifies personal mobility vehicles (PMVs), e.g. scooters, as vehicles, meaning that they cannot be used on pavements.

When does this come into force as currently we have scooters with one and two people on board all over the pavements with total disregard for pedestrians and the authorities totally ignore them.
About time. I see everyday parents on scooters taking children to school, it is dangerous for them and everyone. But it needs enforcement !
