Dear Sir,
This is my second letter to you regarding fly tipping. Can you tell me who do I complain to about this problem.  
We have just had the road Tarmac and it is looking splendid except as one drives up the road from the island there is a dumping ground for builders and others to drop off unwanted items and rubble etc. as one goes further up to the next corner  another builder’s dumping spot.   I presume that the people dumping do not live in the road so are not bothered how the place looks.
The refuge collectors do a marvellous job collecting our rubbish and it would be so simple for these people to take their rubbish to the tip.
 If we had fines imposed I am sure there would not be so much of this kind of thing happening.
