F OR the return of 79-year-old Lord Heseltine to UK politics with his report on generating growth in a Britain bedevilled by inertia. Michael Heseltine was probably the best prime minister Britain never had and his experience as a minister goes back 40 years. In office and opposition he was dynamic and his preparation of a 228 page report with 89 recommendations in seven months shows he has lost none of his energy. Mr Cameron will ignore what “Hezza” has to say on airport capacity at his peril.
