At an EU Summit meeting devoted to the creation of a new financial regime in the eurzone, Britain's prime miniser David Cameron vetoed the proposal supported by at least 22 other EU members.

In Russia's parliamentary election the ruling United Russia party led by Vladimir Putin won with just under half of the votes cast, fewer than it had expected to get. Even so, opposition parties alleged that there had been widespread vote rigging.

BP accused Halliburton, one of its major contractors on the stricken Deep water Horizon oil rig in the Gulf of Mexico, of destroying key results of faulty concrete capping. Hallibriton disputed the allegation.
