For to the government of North Korea for its insistence on attempting to fire a long-range rocket in defiance of several UN Security Council resolutions and against UN Atomic Energy Agency regulations. The fact that the firing ended in failure does not lessen North Korea's offence but it encourages criticism by those who believe the huge sums of money involved in its nuclear programme would be better spent on its starving and oppressed people. North Korea is a rogue state.
