PALMA council is planning to eliminate the exceptions granted by the Partido Popular and to guarantee the industrial and service use of the industrial estates in Palma, reducing the number of offices and bars.

Council sources have confirmed that the Town Planning department, which is personally directed by the Mayor, has commissioned a study with a view to approving new uses for the industrial estates and to avoid the proliferation of offices, bars and leisure areas.

At the moment the council is preparing a general “moratorium” as there are some services which could still be legalised but there are others which could not.

Palma is a city of services rather than an industrial city and this was what the last council had in mind when it opened the way to businesses and other installations which, in other towns, would not appear on an industrial estate but in the town itself. Industrial land is in many cases cheaper, which is why companies want to be there.

Business sources have expressed their fear that some of the investments they were planning cannot go ahead, at least until the intentions of the current council are known.

What if the bars and the cafeterias on the industrial estates belong to a company which has its business activities there? Should they be only for employees of that company? Will concert halls be allowed? Will offices no longer be allowed? All these questions are being considered at the moment by the council's Town Planning department.

The business sector argue that Palma is a city of services and the current law permitting non industrial businesses is justified. “Like all moratoriums, these questions are not dealt with beforehand, but are published when it is approved”, they said.
